Quartech Justice delivered the first nationally recognized Early Intervention System (EIS) at LAPD, born from the need to address consent decree requirements and strengthen accountability. The Training, Evaluation, and Management System (TEAMS II) gave supervisors transparent, data-driven views of officer performance across complaints, pursuits, use-of-force incidents, and training. This foundation not only helped LAPD lift its consent decree but also set the standard for modern EIS nationwide—proving how integrated insights can reshape officer oversight and community trust.
