
The Challenge
Ventura County needed to modernize its Integrated Justice environment (VCIJIS), which connected multiple justice partners including courts, prosecutors, corrections, and law enforcement. The existing middleware architecture was costly, complex, and difficult to maintain. Key challenges included siloed data, limited interoperability, manual exchanges, and increasing pressure to provide secure, real-time access to justice data for decision-makers and partner agencies.
The Solution
Quartech Justice delivered a next-generation integration platform by replacing the legacy middleware with a Microsoft Azure-based architecture. The solution leveraged secure, scalable services such as Azure Data Factory, Logic Apps, Functions, Event Hubs, API Management, and Kubernetes to connect systems across the justice ecosystem. A Central Person Registry and Data Warehouse were introduced to unify person records, improve data quality, and support advanced analytics. Security was embedded throughout the solution with encrypted data at rest, Azure Active Directory, firewalls, and DDoS protection.
